Fixes:
- Fixed devices failing to reconnect to DFM after a reboot, power loss or network outage. The connection agent tunnel would fail with "Address already in use" until an old, dead session timed out. DFM now detects and closes dead tunnels, including duplicate sessions from the same device. The first SSH command after a tunnel reconnect also no longer fails with a "Packet corrupt" error.
